La République Démocratique du Congo (RDC) est connue si pas confondue à la criminalité inimaginable et organisée qui a amené ce pays à perdre autour de 6 millions de ses filles et fils les deux dernières décennies. Alors qu’il est un pays potentiellement riche, ses seuls indicateurs médiatisés sont liés à la criminalité, aux guerres, violences, viols et arbitraire, pour ne citer que ceux-là. On en dénombre depuis son indépendance des milliers des crimes, assassinats, massacres et meurtres collectifs. Les deux dernières décennies en ont battu le record à cause des guerres récurrentes liées aux manipulations politiques, alliances, contre-alliances ainsi que des conflits intercommunautaires à caractère identitaire.
Lanotte, dans « Chronologie de la République Démocratique du Congo/Zaïre (1960-1997)[1] », en dénombre à titre indicatif plus de 102 cas des crimes à grande échelle commis dans ce pays pour la période ci-haut citée. Ces cas répertoriés semblent n’avoir pas inclus d’une manière exhaustive l’ensemble des crimes commis dans ce pays pendant cette période. En plus, la recrudescence des crimes des années après 1997 ne sont pas aussi récapitulés dans cet ouvrage alors qu’ayant été plus meurtriers. Donc, la RDC est un territoire qui a instauré la criminalité comme mode de vie et surtout, je me permettrais d’affirmer que l’ensemble de ces crimes sont restés impunis. Par conséquent, cette impunité engendre une injustice qui enfin se transforme en criminalité dans un cercle vicieux.
De 1996-2013, l’Est de la RDC vit au quotidien ces crimes à cause de sa spécificité socio-culturelle qui, en aucun cas, ne se justifierait pas si le pays avait établi le principe de justice impartiale comme base. En plus, le recours à la violence est restée un raccourci et seul moyen pour accéder au pouvoir, richesse, influence et autres avantages dans un pays rongé par la corruption sans précédent. C’est dans cette optique que l’impunité, injustice sociale, manipulation et influence des mains extérieures invisibles ainsi que le manque des politiques adaptées en matière de gestion de groupes armés replongent encore une fois l’Est dans la guerre en Mai 2012. Une désolation et surprise alors que le monde espérait une stabilité de la région après les efforts de la conférence de Goma et « l’accord » de 2009.
La défaite du M23 est récemment considérée comme une ouverture notoire vers la stabilisation de la partie Est qui a encore plus de 40 groupes armés existants et opérationnels. A mon entendement, tous les crimes commis depuis l’indépendance à nos jours constitue un paquet que j’appelle « criminalité ». Bien qu’étant pas juriste, il me parait significatif que la criminalité dans l’ensemble doit être punie et la justice rendue à tous quelle que soit la vieillesse du crime. En plus, tous ces crimes ont été commis à différent niveaux de responsabilité et complicité ; alors les responsables et complices doivent répondre d’une manière ou d’une autre à leurs actes. Dans le cadre d’asseoir une paix durable à l’Est du Congo, rendre justice peut passer par la réconciliation et la vérité des faits pour poser la fondation au développement et en tirer des leçons pour l’établissement des politiques adaptées. Toutefois, les crimes de guerre et ceux contre l’humanité doivent être sévèrement punis afin de servir de modèle aux générations futures. La spécificité et la complexité socio-culturelles de l’Est du pays restent l’élément central pour définir les mécanismes de stabiliser la RDC d’une manière durable.

le vrai probleme de la RDC c’est la complicite des differents acteurs y compris la communaute internantionale et les multinationaux etrangers.Mais c’est qui est grave c’est la responsabilite des dirigeants congolais qui, depuis lors vivent au detriment des sangs de congolais delaissés et immolés comme n’etant pas d’etres humains. L’espoir ne trouve que par un leadership basé à la bonne governance tot ou tard instaurera une commission verité-reconciliation la ou les coupables seront identifiés pour deraciner toutes les causes lointaines comme immediates.
